## IISS Data Ties the Incident to a Wider Pattern Tracked Since Late 2024

Ukraine's ambassador to Germany, Oleksii Makeiev, has already pointed a finger at Moscow, telling German broadcaster Welt TV, "Who else could it be but Russia?"
